Overview

Tokyo's first municipally run agriculture-welfare farm, opened April 2021 in Igusa, Suginami, on a barrier-free 3,200 m2 site giving people with disabilities and seniors a place to engage in farming.

Citizen participation

Disability and senior groups visit regularly to grow vegetables; residents use it for food education and community exchange.

Operating model

Suginami Ward developed and opened the farm on municipal land, outsourcing operation to JA Tokyo Chuo.

Impact

Creates purpose and work opportunities for people with disabilities and seniors, serving as a welfare-oriented model for using urban farmland that other municipalities reference.

Seseragi Community Garden (Machi no Namagomi Ikashi-tai)

A community garden in Hino City, Tokyo, started by citizens who believe 'kitchen waste is a treasure.' It collects and composts the kitchen waste of around 200 households and grows vegetables and flowers pesticide-free as a food-cycle garden. Naomi Shimpo studied its management and governance in detail in her 2021 and 2024 papers.

Daegu's urban-agriculture support program centred on school gardens. The city subsidises school gardens at 45 schools plus box, rooftop and balcony gardens and senior healing gardens, advancing food education and cross-generational citizen participation.
