Four motives, four roofs — why the world reached for its rooftops
New York, Chicago, Basel, Singapore — on the same rooftops, four cities are counting entirely different things

Yesterday's third instalment, A genealogy of the roof garden, showed that the idea of putting soil on a roof began three separate times, out of three different motives: fire safety, architectural idea, and drawing customers. Different motives make different things. That observation is not only historical. The reasons cities are reaching for their rooftops today are not one reason either. This article visits four of them. In New York commerce came first and regulation caught up a decade later. In Chicago the roof of City Hall was itself an instrument. What Basel wanted from its roofs was not green but the creatures living on it. Singapore counted its roofs in tonnes and tried to add them to its territory. All four are called rooftop greening or rooftop farming, yet who pays, how many centimetres of soil go down, and what counts as success differ in every case. And three of the four have not run as the opening story said they would. Reading that gap — between the announcement and the present — is what this article is for.

- In New York the market came first. Brooklyn Grange was co-founded in April 2010 and harvests some 80,000 pounds (about 36,000 kg) a year across three sites; the city law requiring a green or solar roof took effect on 15 November 2019, roughly a decade later.
- Chicago turned a roof into an instrument. The City Hall roof garden, completed in 2001, was a pilot project; in 2010 a city official reported that on a 90°F day the vegetated half sat near 90°F while the county side's black asphalt roof reached about 170°F.
- What Basel wanted from its roofs was not green but wildlife. A 2002 amendment to its building law made flat-roof greening compulsory, and by 2015 the rules specified 12 cm of native regional soil and mounds 30 cm high and 3 m wide.
- Singapore counted its roofs in tonnes. In September 2020 it leased the rooftops of nine public-housing car parks as farmland, with up to 1,600 tonnes of vegetables expected a year; by September 2025 the government put local production at 'less than 10%'.
- Motive decides design. Who pays, how many centimetres of soil go down, and what counts as success differ completely across the four cities — and those differences come not from the physics of the roof but from the politics and economics outside it.
- This article's position: whether rooftop farming succeeds is settled less by the performance of the roof than by what a city keeps counting. Chicago's official dataset still rests on September 2013 imagery; Singapore revised the target itself.

On the same roofs, four cities are counting different things
Line up the case studies of rooftop greening and the photographs all look alike: a rectangle of green cut out above a grey cityscape. Outside the frame, though, entirely different ledgers are being kept. A New York rooftop farm counts the weight of the vegetables harvested and the takings from events and installation work. The roof of Chicago's City Hall counts the temperature difference against the roof next door. Basel's roofs are asked, through rules on the depth and quality of soil, whether they hold up as habitat. The roofs of Singapore's multi-storey car parks count tonnes of vegetables per year. To count different things is to define success differently. And when the definition of success differs, so does what gets built on the roof, who pays for it, and what happens when it fails.
This article arranges the four not by geography but by motive: commerce, demonstration, wildlife, food. Read in that order, they show how local circumstance sits on top of a common set of physical conditions. The constraints examined in the second instalment — load, waterproofing, water retention — bear equally on all four cities; what gets prioritised within those constraints is decided by the politics and economics outside the roof. Each of the four now has between ten and twenty-five years of record behind it, which means the words used at the start can be set against today's numbers. A parade of convenient success stories is of no use to anyone about to climb onto a roof.

Commerce, demonstration, wildlife, food — re-sorted by motive
A short line-up of the four. In New York, the private sector went first: Brooklyn Grange, founded in 2010, runs rooftop farms at three sites, and in 2011 Gotham Greens opened a 15,000-square-foot hydroponic greenhouse in Greenpoint, Brooklyn. In Chicago, the public sector went first: the City Hall roof garden completed in 2001 was a pilot set up to assess effects on the heat island and on rainwater runoff, and which greening types suit the local climate. In Basel, the law went first: a 2002 amendment to the building code made flat-roof greening compulsory, and the rules reach past the quantity of green into its quality as habitat. In Singapore, national policy went first: a country with roughly one per cent of its land available for food production leased out the roofs of public-housing car parks as farmland.
What is worth watching is the gap between the announcement and the present. In New York the operators moved their scale off the roof and onto the ground. In Chicago the city's published green-roof dataset still rests on imagery from September 2013, with no updated count released since. In Basel the area keeps accumulating at a rate of around 100 roofs and 80,000 square metres a year. In Singapore, in September 2025, the minister described the 30-by-30 target as having been 'an aspirational one'. The four present states are not uniform: one city is still growing its total, one has let the record stop, and one has rewritten the target. Where those differences come from is what the rest of this article takes one at a time.
