This article analyzed the feasibility of implementing urban agriculture (UA) on idle land within the Tarumã – Ponta Negra Environmental Protection Area in Manaus, Brazil, as a tool for territorial governance and urban planning. Semi-structured interviews and card sorting techniques were applied to the target population. The study found that the use of idle land for UA is not envisioned as a territorial governance instrument, a situation exacerbated by municipal authorities hindering the legitimization of bills for such land use.
