This paper examined urban food governance in four European city-regions: Bristol (UK), Ghent (Belgium), Vigo (Spain), and Zurich (Switzerland). The case studies demonstrated the role of citizens in urban food and the challenges this presents to city-region governance. Urban food activists, through horizontal networking and clear communication of demands, have raised significant questions about how cities are governed.
