A study on flood mitigation in Dhaka explored complementary measures to existing drainage systems and discussed institutional, technical, and financial challenges to their implementation. A commonly acknowledged challenge for Dhaka is the lack of coordination among agencies, exacerbated by scarce resources and unplanned development. Clogging of stormwater drains with solid waste was identified as a primary reason for frequent localized flooding, and issues with khals (canals) regarding water flow, encroachment, and walkways were also noted.
