A paper proposing a comprehensive conceptual framework for assessing metropolitan peri-urban agriculture. It argues that peri-urban agriculture provides non-commodity benefits — food security, farm viability, environmental stewardship, and landscape and socio-cultural preservation — that free markets under-recognize, and that the double vulnerability created by urban pressure and systemic agricultural change has led to myopic policy interventions. The proposed framework integrates the concepts of multifunctional agriculture, resilience, climate-smart agriculture and alternative food networks into 21 enabling features across five dimensions.
