OpenAlex農地関連法の規制緩和により,大都市圏で民間市民農園が増加している.民間市民農園は従来の公設市民農園に比べ,施設・サービスが充実し,高い料金が設定されている.その料金を重回帰分析した結果,設備・サービスのほか,鉄道でのアクセス,都心からの距離,周辺人口等,都市的土地利用の視点で設定されていることが分かった.これは,農業的土地利用と都市的土地利用の付け値曲線の違いから,都市の中に農業は存在しないとしていた従来の議論では見過ごされていた土地利用である.都市農地に都市的土地利用の付け値を設定することができれば,農地転用の抑制や,都市の未利用地の農業的利用に貢献する可能性がある.また,民間市民農園と競合する公設市民農園は,農福連携農園など,より公共性の高い農園に重点化することが期待される.
