Community activities in which citizens create needed activities in their own region span fields such as welfare, care, urban agriculture, autonomy, and environment, alongside activities organized by groups such as women and youth. This study focuses on the culture, arts, and media field within these community activities, investigating and analyzing cases to build "cultural communities" that activate citizens' cultural engagement and enhance sustainability, categorizing the cases and organizing the characteristics of each type, and proposing specific strategies. It categorizes cultural communities into three types — network-centered, subject-centered, and regional-asset-centered — and proposes measures for revitalization and sustainability: activating networks through weak ties, expanding participants and strengthening solidarity through multi-membership, and diversifying the use of and participation in regional cultural and artistic assets.
