This comparative case study uses ethnographic fieldwork to analyze the Urban Nutrition Initiative and a community-supported agricultural garden in the United States. It describes the organizational foundations of development agencies within a public policy framework and discusses power relationships between advocates and clientele in social service networks. The study demonstrates that power transitions in development schemes indicate social movements, which are defined as markers of successful strategies through a community empowerment model.
