A study analyzing how edible city initiatives emerge, who creates, supports or impedes them, and how they develop, focusing on the relationships between city administration/government actors and civil society. Based on interviews with city administration, government and civil society actors and case comparisons drawing on media reports from Austria, Germany and France, it found that unlike community gardens, the City of Vienna does not yet substantially support the edible city idea. It concludes that edible city initiatives emerging from joint activity between city administrations/governments and civil society actors have the greatest potential to foster civic action and collective empowerment.
