This paper discusses drought mitigation in urban and peri-urban Africa, where severe droughts threaten food production under rainfed agriculture. It argues that while urban and peri-urban farming's informal private sector should not be government-controlled, the treatment and use of urban wastewater in agriculture requires government planning, investment, and extension services. Participatory development is suggested to integrate central wastewater planning with private farmer use.
