This study established a hierarchically structured decision model for Urban Agriculture within Greyfield Regeneration Environments (UAGR) to improve project implementation. It identified 25 influencing factors, prioritized 11 using the Fuzzy Delphi method, and analyzed their interrelationships with an interpretative structural model based on expert questionnaires. The model was then applied to case studies in Shanghai and Hangzhou, providing practical guidance for urban agriculture development.
