It notes that early CAPs often contained detailed but unaccountable, metric-free aspirations, whereas more recent CAPs have grounded themselves in land use law by integrating into comprehensive plans, amending zoning codes to meet urban agriculture goals, and offering expedited zoning procedures for CAP-compliant developers.
