This study used Actor Network Theory to explore the material and social dynamics of a coastal community garden on public housing grounds in Rockaway, NY, after Hurricane Sandy. Three assemblages with different governance arrangements—tidal shore, garden plots, and treed lawn—were identified. However, "unruly" actors and actants, including people, saltwater, poison ivy, dogs, and trash, were found to spark controversy and resist governing.
