OpenAlex都市農地は2015年の都市農業振興計画にて「宅地化すべきもの」から「あるべきもの」へ位置付けが転換されたように貴重な存在である。しかし、都市農地の大部分を占める生産緑地は営農従事者の高齢化等の理由により減少が続いている。そこで本研究は、生産緑地を農地として保全する場合、自治体はどのような戦略のもとで生産緑地に位置付けをし、生産緑地の買い取り請求制度を運用することが求められるのかを明らかとすることを研究目的とし、先進的に生産緑地の買い取りを行なってきた世田谷区をケーススタディとして研究を行った。 研究の結果、世田谷区は保全すべき生産緑地を、生産緑地の買い取りを進めるために策定した方針に沿い選定し、生産緑地として運用中に都市計画公園として都市計画決定をするなど、既存のしくみを上手く組み合わせることによって、保全すべき生産緑地に位置付けをし、農地を戦略的に保全しようとしていることが明らかとなった。
