Planning the unplanned: incorporating agriculture as an urban land use into the Dar es Salaam master plan and beyond

Urban agriculture in Dar es Salaam, Tanzania, has received little political support from central and local governments over the past 30 years due to its informal status, leading to land insecurity for many urban farmers. The incorporation of urban agriculture into the Dar es Salaam 2012-2032 Master Plan (unapproved as of June 2013) and its legitimization processes were examined. It was noted that legitimization through policy could also further marginalize urban farmers cultivating open spaces within the city.
