This theoretical paper points out that Alternative Food Networks (AFNs) encounter governance challenges stemming from organizational growth pains, the search for cultivable land, and confrontation with urban planning policy and state structures that have a low affinity with urban agriculture. As AFNs develop, various governance tensions arise both within their organization and in their institutionalization processes. The paper redefines hybrid governance to elucidate these dynamics, suggesting that existing agro-food literature insufficiently addresses the complexity of AFNs' governance.
