Grassroots urban horticultural plots (hortas) in the Porto Metropolitan Area, Northern Portugal, are informal communities that have existed for decades, often involving over 20-30 people. However, these low-income urbanite horticultural communities are not cherished by city governance, which does not prevent their destruction. This incompatibility between urban governance and grassroots communities hinders the right to the city for the low-income urbanites who created them.
