This study examined the governance of irrigated urban agriculture in Arusha, Tanzania, and Khulna, Bangladesh, from a service regime perspective. Findings showed how service regimes bridge the gap between formal governance institutions and practices around irrigated urban agriculture. It is concluded that acknowledging, facilitating, and aligning these regimes can strengthen governance arrangements.
