This article examines urban agriculture (UA) policy-making processes in New York City, focusing on aspects of UA not fully addressed by existing policies, plans, and research strategies. Interviews with UA stakeholders and an analysis of the city’s UA policy-making processes show that resource needs and race- and class-based disparities within the UA system persist.
