This chapter discusses the politics of urban community gardening, positioning it ambiguously between neoliberal/austerity urbanism and progressive urban politics. It argues that urban community gardening can reinforce neoliberal urbanism through land use struggles and gentrification, the role of volunteering in neoliberal urban governance, and governing through community and technologies of the self. The continuous emphasis on self-help in urban green spaces is problematic when civic engagement focuses exclusively on certain groups and values.

This article examines the Hevsel Gardens in Diyarbakır, Turkey, which face sustainability challenges due to the city's growth and an asymmetric relationship where the city dominates the gardens. It highlights the unbalanced relationships between the gardens and the city, stemming from a lack of quality and quantity in water resources. The coexistence and competition of three socio-political projects, including centralized political networks and farmer-specific adaptations, call for a re-examination of this relationship and an alternative to the concentration of powers in the metropolis.

In this December 7, 2018 article for Agritecture, horticultural consultant David Ceaser reports on the challenges facing agrihood development, using The Cannery in Davis, California (500+ homes, 150 acres, with a 7.4-acre organic farm) as a case study. He notes that residents held unrealistic expectations about how the farm would be run and their role in it, and that poorer-than-expected soil quality required amending with organic matter, delaying farm development. Farm Director Sri Sethuratnam described the aging farmer population and food-production challenges as "a national security issue."

Published 1 May 2018. The authors argue that Social Impact Bonds look like an ideology-neutral financing fix but carry significant technical problems and a troubling ideological shift. At the time of writing the UK had 32 SIBs; government had put in $28 million in 2012 and a further $113.4 million through the Life Chances Fund in 2016, with the UK market predicted to reach $1.4 billion by 2020, while the US had at least 10 SIBs and 19 more existed across 14 other countries. The Peterborough prison SIB's initial result was an 8.4 per cent reduction in reoffending. They find little evidence that SIBs encourage innovation, note the heavy administrative burden, and contend that prioritising investor returns over service users turns citizens into commodities.

It argues that gardeners' ability to remain in these sites depends on their mediation of regulatory practices through relationships with state actors or institutional frameworks. This report examines the global rise of urban beekeeping, noting its diverse approaches across countries like the UK, Japan, and Denmark. While South Korea has seen an increase in urban beekeeping since 2012, with government support initiated in 2016, the sector faces significant challenges. Urban beekeeping is still largely viewed as a derivative of conventional beekeeping, and a lack of ordinances or legal frameworks hinders its widespread adoption and recognition of its environmental, social, and economic value.

This study characterized urban and peri-urban market gardening in N'Djamena, Chad, through a focus group with 92 market gardeners on development constraints and individual surveys of 61 producers on techniques. Producers were mostly men (67.21%) with an average age of 35, operating on administrative reserves (34.43%) and private property (65.57%). While holdings were diversified, leafy greens dominated (47% of products), and many problems were identified as obstacles to the sector's development.

This qualitative study, involving 26 participants in Mkoba suburb, Gweru, Zimbabwe, analyzed urban agriculture as a food security strategy. It found that urban agriculture's growth is driven by population growth, poverty, high food prices, and unemployment, and it promotes food security, employment, and savings. However, existing legal frameworks, including the Urban Councils Act and Regional Town Planning Act, do not support but rather impede urban agriculture, alongside challenges like lack of supportive legislation, government support, and funding.

In Poland's Poznań agglomeration, agricultural functions tend to be marginalized in urban development concepts and documents due to urbanization. Despite their ecological, health, landscape, recreational, and social functions, family allotment gardens are alarmingly perceived as restricting urban spatial development. This study presented the current state of family allotment gardens in the Poznań agglomeration and offered recommendations for spatial policy.

This study, based on Australian city case studies, explored community gardeners' views and engagement in community gardens. Findings revealed that community gardeners identified local councils as barriers to the emergence of community gardens and other forms of urban agriculture. Unlike other Western cities, effective city–community relations for community garden growth have not yet emerged in Australian cities.

Since 1990, Aichi Prefecture, Japan, has seen a decrease in agricultural land area and the number of farm households, particularly in Nagoya City and its surrounding municipalities. While the reduction in productive green space and full-time farmers was moderate, engagement in agriculture-related businesses, excluding direct sales, was not extensive. A polarization was observed between municipalities active and inactive in designating productive green spaces, posing a challenge for future land use planning.

A questionnaire survey was conducted among producers and consumers regarding Community Supported Agriculture (CSA) systems in Hungary's West Transdanubian region. The study found that CSA is not mature in Hungary and requires broader support. Producers were predominantly over 45 years old, with few engaged in animal product production, and primarily used traditional markets, missing out on other sales opportunities. Consumer awareness of CSA types was low, with only 25% preferring buyer communities and 3% each for subscription/box systems and share farming.

A study in Lagos State, Nigeria, analyzed the characteristics of urban agriculture and the influence of land use diversity using 300 questionnaires and personal interviews. The research noted the rapid disappearance of urban agricultural sites within built-up areas, framing it within the concept of "survival of the fittest." Results indicated that land use characteristics where urban agriculture is located moderate its size, rental cost, profit, and accessibility to road networks, while having little to no influence on its distance from markets and water sources.

Since 1990, the weakening of agricultural management foundations has been observed in urban areas of Nara Prefecture, though the decrease in productive green space and the number of full-time farmers remained at a certain level. Rice cultivation was the main crop in many areas, and engagement in agriculture-related businesses, apart from direct sales, was not extensive. Regarding the designation of productive green spaces, many cities were reluctant during the initial designation following the revised Productive Green Space Act and also during the Heisei mergers, which is identified as a challenge for future land use planning.

Informal vegetable gardens have proliferated in Barcelona's urban periphery since the 1980s, serving as leisure spaces and food sources, and are a relevant form of agriculture. However, these "unregulated" spaces are not considered in urban and peri-urban agriculture promotion policies. A GIS methodology mapped these gardens in the Barcelona metropolitan area for 2009 and 2015, showing an increase in occupied surface during the recent economic crisis. The study evaluates contradictions leading municipal managers to eliminate or regulate these informal spaces, attributing them partly to the subjectivity of the urban and peri-urban agriculture concept and its supposed multifunctionality.

Existing urban planning documents inadequately consider the specificities of peri-urban agriculture as an economic activity requiring arrangements not always adapted to an urban vision of agricultural spaces. This paper proposes a systemic methodology to characterize peri-urban agricultural spatial units, aiming to provide an inventory of peri-urban agricultural areas tailored to urban planning practitioners' constraints. The approach seeks to focus public action on areas where it is most likely to be efficient within a territorial project.
