Action research and reducing the vulnerability of peri‐urban agriculture: a case study from the Montreal Region
2015Christopher Bryant, Ghalia Chahine · Geographical Research · Canada (Montreal)
This 2015 case study from the Montreal Region, Canada, analyzed an action research project initiated in 2008 to reduce the vulnerability of peri-urban agriculture. Despite initiatives since the mid-1960s, significant pressures continue to increase the vulnerability of peri-urban farming, with farmland often removed from agricultural reserves. The project in Senneville involved farmers, non-farm actors, and municipal presentations over three years, aiming to integrate conservation and leisure activities.

2015宋志军, 刘黎明 · Acta Scientiarum Naturalium Universitatis Sunyatseni · China
Chinese urban agriculture has developed against a backdrop of multifunctionality, urbanization, industrialization, and non-agriculturalization. Since the reform and opening-up, the development of non-agricultural functions has complemented and advanced the broad modernization of urban agriculture, while simultaneously inhibiting, delaying, and destroying narrow modernization. This has led to a "reverse modernization" phenomenon in the spatial pattern of urban agriculture, characterized by changes spatially "opposite" to narrow agricultural modernization. China's current urban agriculture exhibits an overall spatial state of "reverse modernization" with various agricultural forms interspersed.

2015Sarah Oloo Masawa, George G. Wagah, Reuben Oyoo Mosi · International Journal of Physical and Social Sciences · Kenya
This 2011 study in Bondo Sub County, Kenya, assessed the integration of urban and peri-urban agriculture (UPUagr) into urban planning, using a descriptive survey design with 368 households and 248 traders. A major challenge identified was the lack of supportive local policy and legal frameworks for UPUagr, and problems with its integration into broader urban development plans. The study found that UPUagr complemented rural agriculture and increased food system efficiency.

2015Kyung-chan Min, Jee-young Kim, yong-hoon Son · Institutional Repositories DataBase (IRDB) · South Korea
A study in Gwanak-gu, Seoul, South Korea, investigated 45 spontaneous agricultural lands, primarily around Mt. Gwanak, which often present risks like disaster, pollution, and landscape degradation. Using GIS, satellite images, field surveys, and interviews, the study classified these lands into six types. Three types were well-managed, while three types were in poor condition, indicating governance challenges. The research discusses the causes of these conditions and explores the potential for these lands to become community open spaces.

2015Achamyeleh Gashu Adam · · Ethiopia
A study assessed the process of built-up property formation in Ethiopia's peri-urban areas. Through analysis of survey results and a review of relevant literature, the study elucidated the processes of peri-urbanization and new property development. It demonstrated that both formal (legal) and informal methods are equally important in converting peri-urban agricultural lands into urban built-up non-agricultural properties. This process creates intense competition for land between agriculture and non-agriculture, leading to the emergence of new property rights and the dissolution of existing traditional rights.

A Study on Improving the Utilization of Biotope Area Ratio System Considering the Plant Growth Conditions
2015Gunwon Lee, Yunnam Jeong, Seongkyun Ji, Seiyong Kim · Journal of the Korea Academia-Industrial cooperation Society · South Korea
This study aimed to improve Biotope Area Ratio (BAR) systems to address the increasing demand for urban agriculture, particularly in residential complexes where architectural and urban planning responses are lacking. It found that existing BAR systems are limited for crop cultivation because they only consider vegetation. The research proposes expanding BAR systems to include plant growth capacity factors, such as daylight, planting interval, area, and soil depth, to better accommodate urban agriculture demands.
Governance failurePolicyDIYCommunityThe Resilience of Urban Agriculture in the Face of Adversity from the City Authorities: The Case of Mkoba
2015Nyasha Chaminuka, Peter Makaye · Global Journal of Human-Social Science · Africa
This paper analyzes urban agriculture in Mkoba, Gweru, as a survival strategy for residents facing food insecurity and poverty, despite opposition from city authorities. It argues that urban agriculture is a resilient practice that has become a significant feature of urban livelihoods, often increasing the burden on women. The paper suggests that city authorities are losing the contest over urban spaces and should reform legislation to accommodate urban agriculture.

2015Alessandra Manganelli · Lirias · Global
This early-stage PhD research (Month 12) investigates the governance of Alternative Food Networks (AFNs), focusing on their internal dynamics and relations with external institutions. While civil society actors catalyze AFNs, the institutional environment they face is not always favorable or accountable, with examples including changes in political priorities and constraining regulations. The Brussels-Capital Region serves as the main empirical case study, analyzing movements like GASAP and "Le Debut des Haricots."

2015Kin Wing Chan · Open Research Exeter (University of Exeter) · Hong Kong
This study examines the politics of meat production in Hong Kong's 2006-2007 License-Buy-Back Scheme (LBBS), focusing on pig farming. It investigates how the LBBS served as a tactic to reduce and control the pig farming industry, contrasting it with urban vegetable farming which holds a more positive aesthetic image. The research highlights a scarcity of studies on why certain forms of urban agriculture are valued more than others.

2015West Africa, Olufunke Cofie · · West Africa
An examination of urban agriculture (UA) development in West Africa reveals that despite its known benefits for food supply and livelihoods, UA is not fully recognized as an important component of urban development. This is due to high land demand from other sectors and perceived health risks by authorities. Policy makers need to address issues to institutionalize UA and integrate it into urban development plans.

2015Giuseppe Cinà, Francesco Di Iacovo · PORTO Publications Open Repository TOrino (Politecnico di Torino) · Italy
This paper examines urban and peri-urban agriculture (UPA) in Italy, identifying challenges in its planning, including the traditional exclusion of agricultural areas from territorial planning and the lack of local agricultural policy. The study highlights a disconnect between top-down policies and bottom-up practices, noting that numerous autonomous initiatives have emerged due to insufficient regional and local planning solutions. The authors conclude that overcoming the limitations of the top-down planning system, particularly in governance and inclusiveness, is a primary challenge for Italy.

2015Baltazar M.L. Namwata, Idris S. Kikula, Peter A. Kopoka · Journal of African studies · Africa
A study examined urban farmers' access to land, water and inputs for urban agriculture toward household food security, employment creation and income generation in Dodoma municipality, Tanzania. A cross-sectional survey of 300 urban farmers from both squatter and non-squatter settlements used structured questionnaires, focus group discussions, key informant interviews, observations and documentary review. The analysis found urban farmers constrained by land tenure insecurity, erratic water access, inadequate inputs for optimizing plot productivity, and ambivalent application of urban legislative frameworks, with no support given to enable urban farmers to access land, water and inputs. The apparent lack of political will necessary to promote such access is reflected in weak or absent policy frameworks, resulting in an enormous capacity deficit.

Governance failureCommunityPolicyWelfareInvestigation: the government's funding of Kids Company
2015National Audit Office · National Audit Office (NAO) · United Kingdom
An investigation published by the UK National Audit Office on 29 October 2015. The children's charity Kids Company received at least £46 million of public funding over fifteen years, £28 million of it from the Department for Education. In 2008 it took 20 per cent of the funding available under one programme, and in 2011 it received over twice the amount given to any other grant recipient. Officials raised sustainability concerns in six separate briefings between 2002 and 2015, yet funding continued outside competitive processes; the charity closed insolvent on 5 August 2015 and around 1,900 cases were passed to local authorities.

Its 2013 annual income was £23 million, 20 per cent from government and 77 per cent from private donations. The piece notes that government oversight relied on the charity's own self-assessments, with no independent verification of outcomes or beneficiary numbers.
Governance failurePolicyEconomicsWelfareCritical geography of urban agriculture
2014Chiara Tornaghi · Progress in Human Geography · Global
This paper defines the scope and an initial agenda for a critical geography of urban agriculture, noting that despite growing interest across disciplines, it remains a marginal field in human geography. Beyond rhetoric, urban agriculture raises questions for critical geographers, particularly regarding its role in reshaping urban landscapes and experimenting with alternatives to capitalist urban organization. The paper highlights that urban agriculture is sometimes establishing embryonic forms of recreating the Commons.
Governance failureCommunityPolicyEconomicsFood sovereignty & justiceConceptualizing Community Buy-in and Its Application to Urban Farming
2014Melissa N. Poulsen, Marie L. Spiker, Peter J. Winch · Journal of Agriculture Food Systems and Community Development · United States (Baltimore)
This study explored the perceived importance of community buy-in for urban farming, along with its barriers, facilitators, and strategies, through participant observation at urban farms and interviews with urban farmers, neighborhood leaders, residents, and key stakeholders in Baltimore, Maryland. Findings revealed that residents' unfamiliarity with urban farming, concerns about negative neighborhood impacts, and perceptions of urban farms as "outsider projects" were barriers to buy-in. Strategies for gaining buy-in were shown to follow three main phases: gaining entry into a neighborhood, introducing the urban farm idea, and engaging the neighborhood.
Governance failureCommunityEconomicsPolicyExploring guerrilla gardening: gauging public views on the grassroots activity
2014David Adams, Michael Hardman, Peter J. Larkham · Local Environment · Global
This paper explores those affected by guerrilla gardening, noting that it often colonizes land without permission and transforms areas without consulting local communities. Grounding its argument in evidence from three guerrilla groups, the study investigates the public's views on several informal gardening projects. Responses were very mixed, ranging from positive comments about improving aesthetics to negative remarks surrounding the practices of some groups. Ultimately, the paper demonstrates that although often promoted as constructive, guerrilla gardening can result in adverse impacts on those who surround colonized sites.
