This paper examines urban and peri-urban agriculture (UPA) in Italy, identifying challenges in its planning, including the traditional exclusion of agricultural areas from territorial planning and the lack of local agricultural policy. The study highlights a disconnect between top-down policies and bottom-up practices, noting that numerous autonomous initiatives have emerged due to insufficient regional and local planning solutions. The authors conclude that overcoming the limitations of the top-down planning system, particularly in governance and inclusiveness, is a primary challenge for Italy.

Urban agriculture in developing countries is a vital asset in the livelihood strategies of urban households, having expanded rapidly over the last two decades and contributing to income generation for unqualified workforces. However, the illegal status of urban agriculture has created a governance vacuum, necessitating policy formulation and institutionalized management to secure land for the urban poor and improve food security and the environment. Political leaders have a role in regulating this sector.

This paper examines Italian planning, highlighting an unresolved discrepancy between urban and agricultural policies due to a long-standing separation of urban and rural worlds. It outlines how this historical gap results in two inconsistent and low-effective policies. The paper discusses agricultural parks as an attempt to overcome this planning backwardness by integrating spatial planning and agricultural activity, documenting three Italian examples.

This article examines a contemporary urban reform in Geneva concerning family gardens, whose status is now in competition with new forms of community gardens. While the reform is presented as necessary, spokespersons for family allotment associations welcome it with some reservation. Social actors' positions for or against the reform implicitly refer to different socially situated modes of gardening and lifestyles, revealing that "urban agriculture" masks heterogeneous social meanings behind a visible consensus.

This study analyzed the current state of urban agriculture development in the Beijing-Tianjin-Hebei region, focusing on aspects like leading industry and farmers' income. It found that while the urban agriculture layout was basically formed, significant problems exist. This paper explores the phenomenon of people in England and Wales returning to the land for various food-growing projects, including over 1,000 community gardens and 82 school farms. It examines the legal frameworks regulating these diverse projects and finds that the legal framework is fragmented, poorly signposted, and often absent, with projects sometimes depending entirely on landowner goodwill. The study concludes that there is little coherency in the law regarding these initiatives.

This qualitative study in peri-urban Uppsala, Sweden, identifies driving forces influencing land use decisions by commercial farmers and institutional landowners. It notes that approximately 700 hectares of land in Sweden are diverted from food production annually, with Uppsala Municipality showing the greatest change in 2013. The expropriation of agricultural land for urban development leads to farmers losing land resources and increased competition for remaining land, resulting in high land prices.

This paper uses ethnographic data from 'F Troop', a guerrilla gardening group in an English midland city, to re-examine urban guerrilla gardening practices. It argues that these practices may not be as "resistant" or "celebratory" as often suggested in existing literature. The study highlights that the social backgrounds and motivations of participants, along with their relationships with other users of the space, are important but largely unacknowledged aspects of guerrilla gardening.

It identifies severe problems hindering progress, including decreasing agricultural land, severe waste of land resources, serious agricultural pollution, low quality and income of agricultural labor, limited transport capacity, insufficient funding, and a lack of related policies and regulations.

A study in the Kuje area council of Abuja, Nigeria, used questionnaires and multi-temporal satellite images from 1975–2010 to assess urban encroachment on agricultural lands. It found that urban encroachment into agricultural lands is occurring at an alarming rate of 15.7 km² annually, resulting in a total loss of 509 km² of agricultural land to urbanization over 35 years.

This study analyzed the current status of wastewater generation, its uses, and livelihood benefits, particularly in agriculture, in India. It was based on national data and case studies from Ahmedabad, New Delhi, Hyderabad, Kanpur, and Kolkata. A lack of systematic data collection by municipalities makes it difficult to accurately assess wastewater generation or estimate the total urban area under wastewater irrigation.

This 2013 study investigated the challenges of integrating urban agriculture into Communal Regulatory Plans in Santiago de Chile. Analyzing two case studies in different metropolitan communes, the research inferred the general state of urban agriculture's inclusion in urban planning. The findings implicitly suggest difficulties in its integration, highlighting the need for improved governance in urban planning to effectively incorporate urban agriculture.

This study identifies seven perceived barriers to urban and peri-urban agriculture in the greater Chicago metropolitan area through interviews with urban planners and farmers. All seven barriers involve unclear or agriculture-unfriendly regulations. Results suggest that urban and peri-urban farmers are commonly forced to operate within a legal limbo or petition for exceptions to current regulations.

In São José dos Campos, São Paulo, Brazil, residents of the Altos de Santana neighborhood maintain traditional peasant characteristics by cultivating urban gardens within a Permanent Protection Area of the Paraíba do Sul River. However, the current municipal administration plans to implement an urban park in this area, which will remove the gardens cultivated by these resident farmers. This intervention is expected to alter proposals for improving the quality of life for nearby residents concerning urban agriculture, potentially generating conflicts between stakeholders regarding land use.

This paper critiques the assertion that commercialization of smallholder agriculture poses dangers for sustainable rangeland management in South Africa. It argues that a range of policy options are required, including commercialization and subsistence farming, large-scale and smallholder farming, various land tenure options, rural and peri-urban farming, and part-time farming. The case of municipal commonage land is used to demonstrate the effectiveness of flexible policy options regarding land ownership, farming scale, and the social nature of farming, but it is noted that effective institutional development is a key requirement in all cases.

This project combined U.S. Agricultural Census data with a survey of local producers in Colorado's Front Range Urban Corridor to examine the competition between urban development and food production. The study found that urban development is increasingly encroaching on rich agricultural lands, which are also desirable for housing. Consequently, Colorado faces increasing competition for land, potentially driving local food prices up and displacing producers to peripheral areas or out of food production entirely.

This academic-activist research on grassroots urban agriculture initiatives, focusing on four projects in Leeds, UK, found that local and regional institutions have limited ability to respond to these new demands. Planning traditions constrain institutions, failing to create flexible public spaces. Consequently, short-term solutions are found in "loose spaces" or ad-hoc negotiations, but these remain emergency or residual practices, highlighting challenges for urban public space management.

This study analyzed the development conditions, process, characteristics, and barriers of urban agriculture in Guangzhou City. It showed that while urban agriculture in Guangzhou has formed functions such as production, technology demonstration, ecological barriers, and leisure services, it faces internal and external development barriers including a decline in agriculture's status, expansion of urban land, labor shortages, and environmental pollution. These barriers hinder the healthy and sustainable development of urban agriculture.

This study aimed to critically consider and classify new paradigms for urban parks in the 21st century. While urban parks exhibit progressive aspects such as process, openness, productivity, and community space, they face significant criticism regarding the long development period for tree growth, covering open spaces, ecological limitations, economic validity, urban sprawl, underutilization as a low-carbon strategy, and negative consilience with contiguous fields. Based on these critical considerations, the study proposed urban agricultural parks as an alternative.

The reintroduction of livestock into urban areas in the United States creates tensions regarding public health and the urban-rural divide. This paper analyzes municipal codes to identify how communities regulate urban livestock through prohibitions of certain animals, zoning, site-level restrictions, and management requirements. The analysis demonstrates that while no two municipalities approach the urban livestock question identically, each seeks to place limits on raising livestock in urban areas using a combination of regulatory land use tools.

This article analyzes representations of urban nature in Detroit, Michigan, focusing on journalistic and photographic work over the past 5 years. These representations, part of a discourse on Detroit's decline, ultimately reflect dominant conceptual divisions between the city and nature. Journalists and commentators perceive nature in the city as a reflection of the city's absence rather than its materiality, suggesting an ambivalence about emergent urban ecologies.

A land-use and land-cover (LULC) change mapping exercise in Freetown, Sierra Leone, used multi-temporal Landsat data from 1974, 1986, and 2000 to map nine LULC classes. Built-up areas increased by at least 140% between 1974 and 2000, and 882 ha (27%) of agricultural lands in 1986 were converted to residential purposes by 2000. These conversions indicate a strong link between urbanization, agriculture, and deforestation, negatively impacting agricultural land availability.

This article discusses the vulnerability of urban agriculture, identifying its performance in human resources, land resources, capital flows, and the ecological environment. The primary reason for this vulnerability is the unreasonable flow of human, financial, and material production factors, driven by opportunity costs, amidst rapid urbanization. Strategies for healthy development include enhancing protection awareness, promoting orderly rural labor flow, improving investment, and strengthening land resource protection.
