都府県が策定した都市農業振興基本計画の比較

This paper compared urban agriculture promotion basic plans formulated by six prefectures, including Tokyo, Osaka, and Aichi, as of October 2017. The analysis revealed policy challenges concerning the scope of inheritance tax deferment, the lending and borrowing of agricultural land in urbanization promotion areas, and the participation of non-farmers in agriculture. It concluded that the national government urgently needs to address these issues, and local governments should propose systems tailored to local conditions.

Since 1990, Aichi Prefecture, Japan, has seen a decrease in agricultural land area and the number of farm households, particularly in Nagoya City and its surrounding municipalities. While the reduction in productive green space and full-time farmers was moderate, engagement in agriculture-related businesses, excluding direct sales, was not extensive. A polarization was observed between municipalities active and inactive in designating productive green spaces, posing a challenge for future land use planning.

Since 1990, the weakening of agricultural management foundations has been observed in urban areas of Nara Prefecture, though the decrease in productive green space and the number of full-time farmers remained at a certain level. Rice cultivation was the main crop in many areas, and engagement in agriculture-related businesses, apart from direct sales, was not extensive. Regarding the designation of productive green spaces, many cities were reluctant during the initial designation following the revised Productive Green Space Act and also during the Heisei mergers, which is identified as a challenge for future land use planning.

The Santome Area in Saitama Prefecture has practiced circular urban agriculture utilizing plain woods for 300 years, but urbanization, particularly in Kawagoe City and Tokorozawa City, is causing a significant decline in farmland and plain woods. While the Ministry of Agriculture, Forestry and Fisheries and Saitama Prefecture promote urban agriculture and plain wood preservation, the plain-wood-utilizing circular urban agriculture in Santome Area faces specific problems. This paper identifies land systems, including taxation, as a central issue among these problems and examines the possibility of integrated preservation for farmland and plain woods.

This study explained the reasons for non-cultivation in urban agricultural promotion areas and examined future subjects for conserving normal farmland surrounded by urbanization promotion areas. The occurrence rate of wasteland and infringement on agricultural land diversion in non-cultivated land differed according to city planning regulations and cultivating forms. The reasons for non-cultivation were found to be greatly related to farmers' workers, land ownership scale, and planning law, with owners of large landholdings who had no workers due to advanced age showing little intention to maintain agricultural operations or conserve farmland.
