Overview

An allotment garden at Kalervonkatu 1a in the Kumpula district of Helsinki, Finland, established in 1927 and the second oldest allotment garden in the city. It has 268 allotments with an average size of about 300 m². The land is leased from the City of Helsinki and the site is run by the Kumpula Allotment Garden Association (Kumpulan Siirtolapuutarhayhdistys r.y.), which lets the plots to its members. The area is regarded as culturally and historically valuable.

Citizen participation

Only people registered as residents of Helsinki may lease a plot. Leaseholders become members of the association and may transfer their lease to a third party. From 1 May to 15 September the grounds are open to the public from 7 a.m. to 9 p.m., although the allotments themselves are treated as the private property of the members. The association holds annual events for members and the general public, the most visible being its traditional Midsummer celebration.

Operating model

The land is held on leasehold from the City of Helsinki, with leaseholders paying a leasehold fee to the city. Separately, they pay annual consumption, administration and membership fees to the association. All construction must comply with guidelines set by the City of Helsinki and by the association.

Impact

The site has kept 268 plots going for roughly a century since 1927 and opens to the public over the summer, showing that an allotment garden resting on a long leasehold from the city can survive across generations. There are constraints, too. Only people registered as Helsinki residents may lease a plot, and because leases can be transferred to third parties, whether a newcomer gets in depends more on individual transfers than on an open allocation. Construction is regulated by city and association guidelines, with allotment cottages capped at 26 m². The source consulted gives no waiting-list figures or intake data, so how open the garden is in practice could not be verified.
