Overview
An area-management organization created alongside the redevelopment of the large Hibarigaoka Danchi spanning Nishitokyo and Higashikurume, Tokyo. Its hub 'Hibari Terrace 118', a renovated former housing block, includes a community garden and lawn plaza where residents connect through planting, harvesting and seasonal events.
Citizen participation
Residents take part as members and volunteers, jointly planting, tending and harvesting in the community garden and lawn plaza at Hibari Terrace 118, alongside a cafe and rentable rooms, creating an intergenerational gathering place.
Operating model
An area-management body born from a UR redevelopment with private developers; initially developer-funded, it shifted to a resident-led structure after 2018, sustained as a nonprofit through membership fees, facility-use fees and event income.
