Policy issues and institutional impediments in the management of groundwater: lessons from case studies

This study noted that in inappropriate legal and administrative settings, groundwater becomes an open-access resource, leading to excessive externalities. Competition between urban and agricultural sectors for limited groundwater can lead to crises if appropriate policy instruments are not used to mediate it. For non-renewable groundwater stocks, without economic and demographic development planned according to long-term criteria, there is a risk of overly rapid exploitation, unsustainable population levels, and inappropriate infrastructure investment.

A survey conducted in 201 plots within the Limete commune of Kinshasa, Democratic Republic of Congo, inventoried nineteen cultivated vegetable species and 764 plants from 18 fruit-tree species. Mangifera indica was identified as the most planted tree species, while Ipomoae batatas was the most frequently cultivated vegetable species.

This study argues that agricultural production forms near cities, often overlooked by municipal and environmental policy, are innovative, consumer-oriented, and economically efficient. It suggests that urban and and open space planning should abandon the prejudice that agriculture on the city outskirts is an outdated model. A differentiated view reveals an "urban" agriculture that is more vital than its rural counterpart and can provide important impulses for more sustainable cities and efficient planning.

This study developed a first-order decay equation to model the nitrogen release rate of sulfur-coated ureas (SCUs), prevalent in urban agricultural management. The model was fit with reasonable accuracy for both surface (Efficiency R²=0.63) and incorporated (Efficiency R²=0.70) applications. Temperature and seven-day dissolution were determined as best descriptive parameters for the surface model, while soil moisture and temperature were used for the incorporated model. Each model was validated with a limited amount of data, showing prediction efficiencies of 0.82 for surface and 0.63 for subsurface applications.

This study of the Petexbatun region, Guatemala, found that ancient Maya peoples in Preclassic times cleared large areas of upland tropical forest for agriculture, leading to significant soil erosion. During the Late Classic period, population expanded, forest clearance resumed, and upland agriculture, including terracing, was practiced, which significantly checked soil erosion. The study suggests considerable variation in urban agriculture among the region's major centers.
