Action Research in a Tokyo Suburb

From March 2016 to 2021, a five-year action research project was conducted in Matsudo, a Tokyo suburb, Japan, by two PhD students from Chiba University in collaboration with a local neighborhood association. Through cultivating culturally significant plants like herbs, vegetables, and flowers, and utilizing them for crafts and cosmetics, local women, the elderly, and children developed new skills, gained financial support, and social confidence. These activities expanded from edible landscape cultivation in planters to the creation of eight gardens, providing alternative forms of community participation.

This study documents the five-year process of establishing and developing civil agriculture organizations to enable suburban residents to participate in urban agriculture. It identifies various conditions necessary for success, including initial investment, cultivation training, farmland conditions, and sales. The study also clarifies the relationship with local government and farmers, and notes that members began developing their own agricultural techniques once the organization's operations stabilized, revealing diverse roles and issues within these groups.

This study analyzed the development factors of Kasama Klein Garten, an extended-stay allotment garden in Kasama City, Ibaraki Prefecture, focusing on "rurality" as represented in rural areas by external actors. The findings revealed that the development of Kasama Klein Garten is driven by diverse agriculture-related events and workshops offered within the facility, which promote the reconstruction of users' rurality, and this reconstructed rurality encourages continued use of the Klein Garten.

The study also notes efforts to balance regional development disparities, advocate democratic management, and pursue social harmony.

This paper clarified the process of village reorganization in Matsumoto district, Kobe City, Japan, which began with an allotment garden in a suburban agricultural area. Five conditions were identified as crucial for the approval and promotion of this reorganization: the presence of proactive leaders, the effective role of land improvement projects, public relations to residents, an administrative promotion system, and the district's specific location and social conditions.

This paper examines the public perception of urban agricultural land as valuable open space in urban fringe areas. The study found that urban agricultural lands are considered valuable "green" spaces, with orchards (mainly persimmon trees) and farms being particularly highly evaluated. These positive perceptions were observed in both agricultural and nearby residential areas.
