Overview
Opened June 2026 by Toshima Ward and DAIKEN on a former school-pool site. In a dense ward without farms, unused land becomes a shared multi-generation garden for social connection, food education and easy growing—not plot rental.
Citizen participation
Toshima residents join for ¥3,000/month per household, sharing the whole garden with staff support; tools, fertiliser, seeds and water included. Harvest events, markets and children’s programmes run; applications paused after strong demand at opening.
Operating model
Private operator turns unused municipal land into a shared garden, cutting public upkeep while building ties. Second rollout of a MLIT-selected PPP idle-land model, via Toshima’s corporate proposal scheme.
Impact
Demonstrates idle-land PPP gardening in central Tokyo; oversubscription shows demand and aims to narrow children’s experience gaps.
