Overview
Setagaya's agriculture-welfare programme launched in 2021. Through farm work on local farmland it promotes employment and higher earnings for people with disabilities while conserving farmland and fostering disability understanding. Centred on the 'Setasora' hub farm, it is a public-private urban welfare farm.
Citizen participation
People with disabilities work through farming at the hub farm, raising their earnings. Local residents and companies also take part in managing the farm, advancing disability understanding and agricultural promotion. It functions as a welfare farm that brings Setagaya's farmland close to residents.
Operating model
An agriculture-welfare programme launched by Setagaya Ward in 2021. The ward commissions a private consortium (seven Dentsu Group companies) to operate it, combining farmland conservation, employment for people with disabilities and community collaboration in a public-private model.
Impact
Links urban farmland conservation with employment and higher earnings for people with disabilities, drawing in corporate participation to advance disability understanding and agriculture across the community.
