Overview
A program Toyama City launched in 2013 to create community gardens in a corner of neighborhood parks and revitalize local community through vegetable harvesting. It now runs at seven sites, operated by resident park-care associations.
Citizen participation
Centered on park-care volunteer associations, local residents grow flowers and vegetables in a corner of neighborhood parks. Everyone from elders to children takes part, and harvests are used by after-school clubs and at local summer festivals and Christmas parties, as well as in nearby elementary-school lessons.
Operating model
A public-civic model in which the city provides public land (neighborhood parks) and development/operating support, while resident-led park-care associations manage the gardens, with municipal subsidy aimed at community regeneration.
Impact
It has created outings and a sense of purpose for older residents and become a venue for cross-generational exchange, and is analyzed in academic papers as a leading case of crop-growing in urban parks.
Land tenure
Local groups continuously use and manage a corner of city-owned neighborhood parks; implementation on city facilities and private land is also supported.
