Network of Urban Allotments of Barcelona (Xarxa d'Horts Urbans)

Barcelona, Spain · Operator: バルセロナ市(Parcs i Jardins / 公園緑地公社)

Overview

Barcelona's network of urban allotments, begun in 1997 with the recovery of the Can Mestres plots. Centred on participation by older people and vulnerable groups, it turns public land into new green and social space.

Citizen participation

A municipal participation programme allocating plots by lottery to residents over 65 and to people from disability and third-sector groups, fostering connection and health through growing vegetables for self-consumption.

Operating model

A public programme in which the city lends plots of public land at low or no cost; produce is for self-consumption, not sale.

Impact

Eases social isolation among older people, improves health, and adds urban greenery and biodiversity; the city plans to extend the network to all ten districts.

Land tenure

License / permit

The city assigns plots of public land to residents under a use permit.
