Building Resilient Food Systems: Government Community Collaboration in Flood Mitigation

This case study examines collaborative governance between local authorities and community stakeholders in Palembang, Indonesia, a low-lying delta city on the Musi River facing recurrent flooding, food insecurity and disrupted supply chains driven by urban expansion, poor drainage infrastructure and climate-related rainfall variability. It analyzes local policy responses, community-led initiatives such as floating vegetable gardens, and urban farming on flood-resilient land, finding that while municipal disaster agencies provide early warning and evacuation support, food access and distribution during floods are primarily sustained by grassroots networks and community-organized food banks.

A survey of 330 peri-urban farm households in Hyderabad, India, using multi-stage sampling and a Double Hurdle Model to analyze the decision to diversify farm activities and the intensity of that diversification. Results show the initial decision to diversify is strongly shaped by socio-environmental factors — proximity to urban areas, sole reliance on farming for income, household size and risk attitudes — while diversification intensity is largely determined by farm-specific resource conditions such as soil fertility and farmers' subjective assessment of production and market uncertainty. The study concludes that peri-urban farms in India are moving toward diversification, but at low intensity, particularly among small and semi-medium landholdings.

This study assessed the economic feasibility of Yurga Farm, a farmer group participating in Surabaya City's urban farming program in East Java, Indonesia, which cultivates horticultural vegetables — including pakcoy, romaine, siomak, lettuce, kale, samhong and caisim — on narrow but productive urban land. Primary data on production costs, revenue and income were collected through in-depth interviews. All commodities showed an R/C ratio above 1, with break-even-point (BEP) production levels below actual production and BEP prices below selling prices, indicating the farming business is profitable and has potential for sustainable development.

A study of Beijing and Shanghai, China (2025) modeled decarbonization from adjusting the local-sourcing share of seven perishable food categories — vegetables, poultry, aquatic products, beef, and lamb among them — incorporating both production and cold-chain logistics emissions across multiple localization scenarios. Each 1% increase in localization of vegetables, poultry, and aquatic products cut 2020 emissions by 0.4-1.9 tCO2e, while the same 1% increase for beef and lamb raised emissions by 0.2-2.9 tCO2e; localization reduced the cold-chain emission share for every food category. A constrained "balancing strategy" cut 2020 emissions by about 0.76 MtCO2e (5%) in Beijing and 0.44 MtCO2e (2%) in Shanghai, and an unconstrained scenario maximizing urban agriculture use achieved 3-4 times more reduction. Under a business-as-usual projection, the strategy was estimated to offset over 90% of Beijing's added emissions by 2035, with a further 0.44 MtCO2e reduction possible in Shanghai. The findings indicate that importing more carbon-intensive ruminant meat while reallocating urban resources toward vegetables, poultry, and aquatic products could produce more sustainable food supplies in megacities.

Six heavy metals (lead, cadmium, chromium, nickel, copper, zinc) were measured by atomic absorption spectrophotometry in spinach, amaranth and fenugreek collected from four peri-urban sites around Dhaka, Bangladesh, during January-March 2024, where more than 2,000 hectares of vegetable land are irrigated with untreated industrial and domestic wastewater via canal networks. Lead in amaranth from the industrial-effluent site reached 0.94 mg/kg fresh weight, more than three times the WHO/FAO permissible limit of 0.30 mg/kg, while cadmium, chromium and nickel stayed within permissible limits at all sites and zinc, though highest in absolute terms (8.6-14.7 mg/kg), also remained within safe limits; contamination was highest at the industrial-effluent site and lowest at the borewell-irrigated control site, indicating a localized food-safety risk for consumers of peri-urban leafy greens grown with wastewater irrigation.

This review paper positions hydroponics—a soilless cultivation technique—as a method of urban agriculture addressing confined land availability, food security, and environmental concerns from urbanization, focused on Kathmandu, Nepal. It synthesizes existing insights on setup costs, operational challenges, and profitability against global trends and local constraints, and, framing setup costs and operational challenges as barriers to adoption, recommends subsidies, training, and integration into urban planning as pathways to foster the uptake of hydroponic farming.

Effects of spatial and temporal crop changes on bird diversity in peri‑urban agricultural lands

This study investigated how spatial and temporal crop changes relate to bird diversity and traits in small peri-urban agricultural lands in Guangzhou, a sub-tropical city in China. Bird and crop data were collected approximately bimonthly from December 2021 to October 2022. Both overall crop diversity (alpha diversity) and seasonal crop changes (beta diversity) were positively associated with bird Shannon-Wiener diversity. Woody vegetation cover positively affected all three bird diversity indices, while plant/seed-eating bird abundance was negatively associated with alpha crop diversity, and ground-foraging bird abundance was positively associated with beta crop diversity.

A study in the peri-urban area of Raigad District, India, surveyed 100 farmers using an ex-post facto research design and personal interviews. Findings showed that 62% of farmers were aged 40-58, 36% had secondary education, and 78% had a medium family size. Additionally, 60% had medium farming experience, 33% had marginal land holdings, and 36% were engaged in agriculture.

This study used Demographic and Health Survey (DHS) data to identify which households raise livestock in urban and peri-urban areas of eight developing Asian countries. Results show that at least 10% of households keep livestock, with over 30% in four countries practicing urban and peri-urban livestock farming (UPLF). Poultry is the most common livestock, and poorer families are more likely to raise livestock, suggesting UPLF can improve food and nutritional security for low-income households.

This study assessed the potential of peri-urban areas for sustainable development, focusing on a pandan farming community in Pathum Thani, Thailand, using the Community-Based Resilience Analysis (CoBRA) approach. The community identified COVID-19, water quality, and solid waste as their primary disruptive challenges. The study concluded that the community was moderately resilient to hazards, and COVID-19 was the primary disrupting event over the past 10 years.

The Community Empowerment Program in Kelan Traditional Village, Badung Regency, Bali, aimed to develop the village into an environmentally friendly and resilient tourist village. Activities focused on household liquid organic fertilizer (POC) management, enhancing community capacity in organic farming (hydroponics and aquaponics), and strengthening the Tourism Awareness Group (Pokdarwis). Participants showed significant improvements in understanding, knowledge, and skills, with 90% able to produce quality POC. These activities contributed to improved village environmental quality, the creation of new economic opportunities, and the development of new edutourism products.

In Buduan Village, East Java, where green spaces are diminishing, an IPB Vocational School team provided urban farming training using hydrogel planting media to 33 participants from local community groups. The training aimed to increase environmental awareness and knowledge of cultivation methods for limited land. Participants gained knowledge about urban farming and implemented hydrogel planting in their homes as an initial step towards environmental care.

This paper examined the relevance of an Agroecological Transition for the Special Region of Yogyakarta (SRY), Indonesia, emphasizing farmers’ perspectives and experiences. Data were gathered from policy documents, field observations, and 34 semi-structured interviews with farmers. Findings indicated that although there is limited discourse about agroecology in current policies, some farmers and NGOs have developed agroecological niche innovations.

To analyze the impact of land use change on settlement development in Moncongloe Bulu Village, Indonesia, quantitative descriptive analysis, multiple linear regression analysis, and SWOT analysis were employed. The study found that land use change and land availability affect the fulfillment of settlement development needs, while the activity system does not. Suggested strategies include maintaining productive agricultural land and developing the concept of urban farming to utilize land in the new town.

Framing sustainability around the availability of natural resources, human resources and environmental quality, it identifies strategies for optimizing urban farming, including microgreens cultivation, hydroponics, aeroponics, vertical cropping systems (vertikultur), and indoor vertical farms.

A community-service report on introducing solar-powered water pumps for hydroponic systems with the farmer group Hidroponik Generik (HG) in Pesanggrahan, Indonesia, from April to October 2024, including training and assistance in vertical hydroponic technology and solar power generation. An 800 Wp solar panel supplied 1,600 Wh daily, powering pumps for 12-13 hours and cutting electricity usage by 66%, reducing monthly expenses by 10%. Combined with the vertical hydroponic installation, farm income increased by 15%, and participants' understanding of solar technology improved by 45%.

Over three years (2019-2022) at ICAR-IIVR, Varanasi, India, researchers grafted four brinjal cultivars and three tomato cultivars as scions onto the vigorous, waterlogging- and salinity-tolerant brinjal rootstock IC 111056 to produce dual-fruiting 'Brimato' plants. The Kashi Manohar scion combined with Kashi Aman or Kashi Chayan gave the highest brinjal fruit numbers, while Kashi Aman combined with the Kashi Sandesh rootstock hybrid gave the highest tomato fruit numbers; the Kashi Sandesh + Kashi Chayan combination produced the highest total fruit yield at 2.58 kg/plant, and Kashi Aman + Kashi Sandesh reached a cumulative yield of 5.98 kg/plant. Photosynthetic rate and chlorophyll fluorescence varied significantly by scion, with Kashi Manohar and Kashi Aman showing the highest photosynthetic rates, and grafted plants showed higher vitamin C and β-carotene content.

Using an interdisciplinary approach, it evaluates current practices, policy frameworks and stakeholder engagement to assess the practicality and efficiency of incorporating treated wastewater into urban agricultural systems, addressing both the potential benefits and the difficulties involved rather than reporting a specific measured outcome.

This literature review study examines the concept of urban farming as a solution to agricultural challenges in cities with little or no traditional farmland. Drawing on literature covering urban farming practices in major cities worldwide facing land constraints, it summarizes techniques including hydroponics, aquaponics, vertical farming, and use of rooftops or vacant urban spaces. The review finds urban farming can improve access to fresh food, reduce emissions from food transport, and improve environmental quality through increased green space, while also empowering local communities through job creation and resident involvement in food management, and supporting organic waste management by using household waste as fertilizer. However, resource constraints such as water, fertilizer and technology, along with regulatory and policy issues, were identified as the main barriers to implementation, and the paper concludes that collaboration among government, the private sector and local communities is needed.

This study assessed sustainability based on agricultural intensity in peri-urban villages of Karawang Regency, Indonesia, using a village agriculture index (VAI), a village sustainability index (VSI) adapted from a local sustainability index via factor analysis, and a logical matrix analysis for level of agricultural sustainability (LoAS). Peri-urban villages with high agricultural intensity tended to show lower social welfare and economic development and higher disaster risk; high agricultural intensity did not necessarily ensure prosperity, and economic disparity existed among villages, leading the study to conclude that encouraging diversity in agricultural intensity is more important than promoting agricultural intensity itself.

Addressing the high temperatures characteristic of urban planting conditions in Gresik Regency, Indonesia, this paper proposes optimizing post-harvest sales and storage systems for urban farming products through three measures: planting and harvest scheduling by crop type and duration, cold storage to slow quality degradation and extend shelf life, and a sales and distribution application. It identifies as a problem that most current sales of urban farming products depend on direct sales to the surrounding community and are considered ineffective, and proposes that these three measures would let farmers reach customers beyond Gresik.

A study in Beijing, China, surveyed ground spiders and carabids in 12 plantation forests and nearby arable lands to assess the impact of afforestation on biodiversity. Intensive afforestation on arable lands did not increase local ground arthropod diversity. Ground arthropod abundance and species richness in plantation forests were significantly lower than in arable lands when surrounding arable land cover was relatively high, and overall landscape-scale diversity was not improved.

This study investigated strategies for promoting edible landscapes in urban communities, focusing on the San-He community in Taoyuan City, Taiwan. Using in-depth interviews and non-participant observation, the research found that edible landscapes offer social, economic, and cultural benefits but face challenges in marketing, government policies, and growing techniques. Place branding strategies were identified as effective in addressing these challenges.

This project addressed agricultural challenges in Bangkal Village, Banjarbaru City, Indonesia, where farmers face issues with soil fertility and seasonal flooding. The proposed solution involved transferring technology for making organic fertilizer using indigenous microbes (Trichoderma sp.) and aquatic weeds (kalakai and kayapu). Initial outreach and a workshop with 42 participants revealed farmers needed direct practical guidance. Ongoing field assistance enabled the "Bunga Padi" farmer group to produce packaged organic fertilizer for market and local use, with the aim of eventually marketing Bangkal-specific organic red rice.

This 6-month study (July-December 2022) in Jakarta's sub-urban area investigated prospective urban farming aquaculture business models for food and economic security during the COVID-19 pandemic. Data from 200 fish farming groups showed that Tilapia and Catfish models (CF-3, CF-2) improved food security, while ornamental fish models (OF-1, OF-2, OF-4, OF-5) improved economic security. The study concluded that urban farming aquaculture has good prospects as an alternative business.
