Discussion on the establishment of public policy in urban planning

This paper discussed the relationship between urban planning and public policy, illustrating the importance of establishing public policy. The establishment goals of public policy were generalized from human settlement environment construction, urban public space management, and the renovation of city villages and city farms, aiming to implement harmonious development of urban economic society and enhance people's living standards.

This study conducted the first comprehensive survey of ant communities in Vadodara District, India, to assess diversity and species composition in urban and agricultural ecosystems. Using pitfall traps and hand collection, 22 ant species from 13 genera and five subfamilies were collected. Urban ecosystems contained 15 species from nine genera, while agricultural ecosystems had 16 species from ten genera, with species composition unique to each habitat and likely influenced by surrounding vegetation and biota.

With the continuous promotion of social economy and living quality, the living behaviors of suburban residents are diversifying. Higher demands in spirit, culture, and leisure entertainment are driving the construction of more community gardens. Gangcheng Garden, a large new community garden in northern Gaoqiao Town, with its natural and comfortable landscaping environment and various leisure, cultural, and gymnastic facilities, has become a place for leisure, entertainment, neighborly communication, and refuge.

Beijing faces water and land resource deficiencies while increasing its focus on environmental protection and ecological conservation. This paper proposes four agricultural development zones tailored to Beijing's urban spatial structure and socioeconomic development, aiming to leverage urban agriculture's sightseeing, landscape, and ecological functions. It notes that this spatial planning prioritizes public benefits over farmers' economic benefits, making market-based realization difficult and necessitating direct government subsidies to farmers.

An empirical study of 294 allotment garden users in South Korea revealed gaps between experienced and expected service quality levels. Functional quality appears to be a very important facet of perceived service, and the study concluded that governmental supports should concentrate on facilitating technical service quality, especially for toilets and cafeterias.

Zhenhai District has rapidly advanced the construction of new rural communities, emphasizing integrated urban-rural planning and coordinated development, resulting in well-planned, clean, well-serviced, culturally rich, democratically managed, and comfortable rural communities.

This study investigated the construction of a socialist new countryside in Xiaohe District, Guiyang City, which has a prominent contradiction of high population and limited land (20,400 agricultural residents, 4,800 mu of cultivated land). The district government promoted urban, ecological, specialized, efficient, and leisure tourism agriculture, establishing eight agricultural tourism bases and three provincial-certified pollution-free agricultural product bases. This led to a more rational agricultural structure, diversified income channels for farmers, and improved rural infrastructure and ecological environment.

These projects, centered on agriculture, forestry, and fisheries, aim to provide citizens with new agricultural industries for leisure and experience. By 2005, 27 projects were completed, attracting 800,000 visitors and generating over 12 million yuan in revenue.

This study surveyed 180 participants from five city farms in Taichung, Taiwan, between March and April 2004, to assess service quality, satisfaction, and intentions. While perceived service qualities were generally good, overall satisfaction was rated as "slightly satisfied," and renewal and recommendation intentions were rated as "slightly agreed," indicating significant room for improvement. Service content and management had significant effects on overall satisfaction, management on renewal, and service content on recommendation.

This study calculated the economic effects of Women-Farmer's Centers in South Korea, which provide services like childcare, after-school learning, education, and counseling. Based on the business plans of 14 centers, the total economic income effect was estimated at 2,784 million won. The services contributed to the ease and quality of life for women farmers and generated economic benefits for the community and country.

This study investigated urban farming in six Indonesian cities (Bandung, Surabaya, Yogyakarta, Cirebon, Salatiga, and Pacitan). The 1997 economic crisis demonstrated that urban food security is not always guaranteed, with urban poor spending over 50% of their income on food. Research findings indicated that urban farming helped the urban poor increase food security, raise income, and create job opportunities. However, urban farming activities face many problems, including access to finance, skills and knowledge, lack of government support, and no associations for urban farmers.

Finally, numerous countermeasures are proposed for these issues.

A study in Seoul examined farmers' views on the Green Belt policy. Leaseholders did not want changes, while landowning farmers desired revision or dissolution, with both groups citing development delays and difficulty changing land use. The Green Belt policy was found to cause development delays and land use change difficulties, indicating negative impacts on farmers.

This paper summarizes the concepts of urban agriculture and urban agriculture tourism, discussing its development in China and its particularities in Karst areas. It examines the development of urban agriculture tourism in Guiyang city, identifying five advantages and five types of agricultural tourism development. Based on these, the article proposes three zones corresponding to resource allocation for urban agriculture tourism in Guiyang and offers suggestions for its development.
