This article reviewed research on urban agriculture and compared urban agriculture in China with that in foreign countries, considering the background of emergence, range, industry structure, developing direction, and functions. From this comparison, it was concluded that the basic urban agriculture development models in foreign countries are not suitable for China, and China should choose a "substantial model" by integrating the modernization and substantial aspects of urban agriculture.

This essay introduces the successful modus operandi and experiences of urban agriculture in Japan, Germany, Singapore, and the Netherlands, and analyzes its basic functions. While urban agriculture has developed earlier and accumulated much experience in foreign countries, it is still a fresh matter in China. Considering China's situation, the author puts forward suggestions for developing urban agriculture, including scientific planning and reasonable distribution, strengthening government support, using more ways to invest and collect financing, promoting scientific content and expanding the scale of urban agriculture districts, paying close attention to the development of agriculture tourism, and intensifying propaganda.

This study investigated the construction of a socialist new countryside in Xiaohe District, Guiyang City, which has a prominent contradiction of high population and limited land (20,400 agricultural residents, 4,800 mu of cultivated land). The district government promoted urban, ecological, specialized, efficient, and leisure tourism agriculture, establishing eight agricultural tourism bases and three provincial-certified pollution-free agricultural product bases. This led to a more rational agricultural structure, diversified income channels for farmers, and improved rural infrastructure and ecological environment.

To accelerate the development of modern urban agriculture and agricultural mechanization in Wuxi City, China, the Wuxi Agricultural Machinery Bureau organized a study tour to South Korea. The tour focused on modern agricultural production technology, large-scale agricultural operation methods, agricultural and horticultural machinery, agricultural product processing machinery development, and agricultural management systems. The findings from this inspection were used to discuss issues related to Wuxi City's modern urban agriculture development and agricultural mechanization.
