Why local is not enough! Constrains for adaptive governance in peri-urban areas. A case study in Mexico City

This study examined local community involvement in governance processes in Milpa Alta, a peri-urban agricultural area of Mexico City, using surveys, interviews, and participatory workshops. It found that Milpa Alta lacks integral adaptive capacity to address urban pressures, environmental deterioration, and agricultural dynamics. Limited participation, low local organizational levels, and distrust of government institutions hinder effective governance, indicating that a "local is not enough" approach is insufficient for adaptive governance in this peri-urban context.

This study aimed to determine the economic feasibility of urban agriculture businesses in Makassar City, Indonesia, focusing on production, market/marketing, and financial aspects. Qualitative data was used for production and market analysis, while quantitative data was used for financial analysis with Payback Period (PP) and Net Present Value (NPV). The results indicated that the KWT Anggrek business was feasible in terms of production and marketing, but the financial analysis showed a Net Present Value of -8,005,133, indicating that the business is not financially viable to continue.

This study investigated land use changes and landscape fragmentation in prime vegetable production areas within Thawi Watthana district, Bangkok, Thailand. A GIS database was used to analyze land use proportions, changes in vegetable production areas, and land configurations from 1976 to 2015. The results showed that vegetable production areas decreased at a rate of 20.38 ha/y, despite the district being designated as an agricultural area in Bangkok's land use planning policies. Fragmentation of the vegetable production matrix increased due to expanded road networks and contiguous roadside urban development.

This study investigated urban growth and urbanization in N'Gaous, Algeria, over the last 60 years, using an analytical approach and Geographic Information Systems to assess the agronomic potential of soils. It found that N'Gaous experienced significant urban sprawl, with its land area expanding over ten times and population increasing more than six times, leading to serious issues for peri-urban orchards. The study quantified and monitored the agricultural potential consumed by construction, highlighting the negative impact of urban expansion on agricultural land.

A quarterly survey in Kota district, Rajasthan, India, characterized wastewater-irrigated soils by comparing them with tube well water-irrigated soils from ten urban sites. The study found decreased sand content, pH, and dehydrogenase activity, while porosity, EC, BOD, COD, OC, available-NPK, SO4, Cl, and heavy metals (Mn, Fe, Zn, Cu, Ni, Cd, Pb, Cr) increased. Some parameters exceeded Indian standard permission limits, indicating contamination, with highest values observed in summer.

Towards defining agricultural projects in towns: METH-EXPAU®, a multi-phase method

A multi-phase method, METH-EXPAU®, is proposed for defining urban agriculture (UA) projects, aiming to help landowners select appropriate UA forms based on territorial characteristics. Applied to three case studies in France—Montrouge, a priority district in Lille, and a new district in Bordeaux—the method revealed its potential and shortcomings. It demonstrated how structural, technical, and social characteristics of spaces and agents can rule out certain UA forms that do not correspond to the territory's current needs.

This study aimed to explore the productive, commercial, and management strategies of small-scale vegetable growers in the Santiago Metropolitan Region (SMR) of Chile, their attitudes towards their activity, and to identify different profiles. A survey was conducted in person with 170 farmers, and the data was analyzed using descriptive and multivariate techniques. Results suggest that different characteristics and strategies are concomitant with certain attitudes that vegetable growers hold towards key aspects such as innovation or willingness to associate.

A study on the development of peri-urban agriculture in the São Paulo Metropolitan Region, Brazil, was conducted based on expert interviews, analysis of the regional daily press, and local information sites and blogs. It was found that territorial opposition between different land uses is one of the main factors preventing food production in urban and peri-urban areas. The study investigated local conflicts, their location, their link to agriculture, the consumption of agricultural soils, and the typology of opponents and supporters of this activity.

This study investigated the production of liquid humus (HL) using different solvents and proportions for use in urban and peri-urban afforestation and agriculture. Nutrient content and concentrations, yields, and the odor and appearance of the residue were analyzed. Results indicated that the odor in all HL samples was very mild, practically odorless, allowing their use in urban areas. From the chemical compositions of the analyzed products, it was inferred that HL has potential for use in urban agricultural practices, possibly contributing to improving soil cation exchange capacity (CTC).

From March 2016 to 2021, a five-year action research project was conducted in Matsudo, a Tokyo suburb, Japan, by two PhD students from Chiba University in collaboration with a local neighborhood association. Through cultivating culturally significant plants like herbs, vegetables, and flowers, and utilizing them for crafts and cosmetics, local women, the elderly, and children developed new skills, gained financial support, and social confidence. These activities expanded from edible landscape cultivation in planters to the creation of eight gardens, providing alternative forms of community participation.

This preliminary study conducted a socioeconomic analysis of peri-urban family production of organic lettuce in Dom Pedrito-RS, Brazil, using case study techniques focusing on two family farmers. Through in-depth interviews and farm visits, it was found that production relied solely on family labor with minimal chemical inputs, characterizing a transition to organic production. Despite strong competition from large distribution networks, producing and marketing organic lettuce was concluded to be profitable, constituting an alternative income source and job creation in family farming, and assisting in transforming unoccupied spaces into productive ones.

An observational study in Sirinka, Ethiopia, in October 2018, investigated grafting 30-day-old tomato seedlings onto 20-day-old potato seedlings to create "pomato" plants for urban agriculture. Successful graft unions were observed after two weeks, with plants producing both tomatoes (average 18 fruits, 954g per plant) and potato tubers (4-5 tubers, 219.27g per plant). The experiment confirmed the success of the graft, suggesting its potential for home gardeners.

It proposes six nature-based and climate-smart approaches, including reducing synthetic inputs and increasing biodiversity, to accelerate the transition to sustainable food systems. These approaches require cross-sectoral stakeholder engagement to ensure sustainable, nutritious, and accessible diets.

This research in the Arrondissement of Zinvié, Africa, investigated agricultural land governance through surveys of 109 people and field observations. Findings indicate rapid urbanization is causing anarchic land occupation and uncontrolled consumption of agricultural space, with renting being the dominant land access mode (50%). From 2010 to 2020, cultivable land decreased by 517.69 hectares due to urbanization, highlighting significant governance challenges.

Findings revealed that the absence of public policies and credit availability are limiting factors for AUP. This qualitative explanatory study explored the potential of urban agriculture to contribute to sustainable urban development, using KWT Anggrek in Bara-Barayya District, Makassar City, Indonesia, as a case study. Makassar City is suitable for developing wetland, semi-wetland, horticultural, monthly, and seasonal crops by utilizing limited urban land. The findings indicate that urban agriculture is an important component that needs to be well-implemented to achieve sustainable and environmentally conscious urban development.

A study involving 120 market gardening actors in four market gardening production areas of the Dakar region (Ouakam, Parcelles Assainies, Grand-Yoff, and Hann-Bel-Air) revealed that market gardening, mainly carried out by women, is a commercial activity whose monetary income significantly exceeds the minimum wage in Senegal. While this activity helps women cover urban living expenses, market gardeners face problems such as COVID-19, lack of water, land pressure, pest proliferation, and lack of training on cultivation techniques.

A study surveyed 314 randomly selected households in four peri-urban settlements in South Africa to assess dietary diversity and food security. Findings revealed generally low dietary diversity and high levels of food insecurity across all sites, with male-headed households experiencing worse conditions than female-headed households. Food insecurity was linked to high poverty, unemployment, and low education levels.

A survey was conducted among 13 urban and peri-urban farmers in Presidente Prudente/SP, Brazil, to analyze their profiles. This survey was part of a master's research conducted between 2018 and 2019. The findings indicated that there is no single or homogeneous profile characterizing urban and peri-urban farmers, and the information obtained differed from farmers in other Brazilian municipalities and states, highlighting the heterogeneity of individuals involved in urban and peri-urban agriculture.

This 2-year study in semi-arid Ouagadougou and sub-humid Tamale, West Africa, measured the effects of biochar and N fertilization on soil microbial biomass carbon, fungal ergosterol, and functional diversity. Sole biochar addition did not affect soil chemical or biological properties, but biochar with N fertilization increased microbial respiratory response. N fertilization decreased soil pH by 1.1 units in both cities, and a pH of 4.7 led to reduced microbial biomass carbon and ergosterol contents in Tamale. An N fertilizer-induced decline in soil pH below 5 should be avoided, as it decreased microbial biomass carbon and microbial functional diversity.

A paper examining the interactions between peripheralization, vulnerabilities of agricultural livelihoods, and local collective agency in creating new capabilities in intermediate Mexican cities, based on a study in Tarímbaro municipality, part of the intermediate city of Morelia. The unit of analysis was the ejido, a form of social land tenure granted to landless peasants in 1917 after the Mexican Revolution and one of the most important forms of social organization in rural Mexico; about half of Mexican territory comprises more than 30,000 community-based land tenures, mainly ejidos, and a high proportion of land now occupied by urban centres was formerly ejido land. The study used the example of 15 ejidos notably affected by the expansion of Morelia, conducting semi-structured interviews with each ejido's president in 2015, followed by a survey of 61 individuals from 11 of the 15 ejidos. The peripheralization of Morelia was found to have produced inequalities in the adjacent municipality of Tarímbaro, with differential vulnerabilities in peri-urban agricultural livelihoods found among the participating ejidos; not all ejidos succeeded in addressing vulnerabilities linked to the urbanization of agricultural land, but those that achieved some success shared characteristics that reinforced common values and motivations toward shared goals for sustaining local livelihoods. The paper highlights the importance of functional rural organizations in regulating access to, and distribution of, resources in the peripheries of intermediate cities.

This study sampled bees across three seasons in 36 conventionally managed vegetable farms along an urbanization gradient in Bengaluru, a tropical megacity in India, to assess how urbanization affects the functional diversity of farmland pollinators. Functional responses were trait-specific: larger, solitary, cavity-nesting, and specialist bees benefited from urbanization, while ground-nesting bees increased in urban areas, in contrast to patterns seen in temperate cities. However, overall bee abundance and the abundance of social bees (85% of all bees sampled) decreased with urbanization, which the study identifies as a threat to crop pollination. Crop diversity promoted taxonomic and functional diversity, flower resources promoted abundance, and exotic plants decreased functional diversity and bee specialization. The authors recommend preserving semi-natural vegetation such as hedges, diversifying crops, maintaining native vegetation along field margins, and controlling invasive exotic plants.

A survey of 116 randomly selected respondents conducted from February 3 to April 6, 2021 in Morang and Sunsari districts, Nepal, assessed rooftop garden (RTG) status, plant diversity and adoption determinants, finding that 30.5% of roofs in Morang and 33.2% in Sunsari were under rooftop farming and that adopters' roof size was significantly larger than non-adopters'. A binary logit model showed age, gender, schooling year, training and farming experience significantly affected RTG adoption; 50 nutritionally important species were reported, ornamental plants showed greater diversity than vegetables, and adopters reported that a lack of proper policy and ineffective management makes it difficult to sustain their rooftop gardens.
