Revisiting Urban Resilience within the New Urban Agenda

This chapter examines urban resilience within the New Urban Agenda (NUA) using three pillars—adaptive capacity, absorptive capacity, and transformative capacity—in Bulawayo, Zimbabwe. In Zimbabwe, urban resilience has been promoted through urban agriculture programs and efforts to regulate and capacitate informal economic activities. The qualitative case study argues that urban resilience primarily benefits individual urban citizens through livelihood creation, expanded livelihood portfolios, skills and knowledge development, meeting basic needs, and community support.

This article investigates the role of 'commons networks' in organizing and scaling a commons-based economy, focusing on community-supported agriculture and energy communities in the UK, Germany, Sweden, the Netherlands, and Belgium. Data was collected from qualitative case studies using interviews, observation, and document analyses. The study reveals a trend towards centralization in network governance, different scaling approaches between the food and energy sectors, and challenges of commodification and institutionalization.

This mixed-method study aimed to identify drivers influencing the development of a nature-oriented urban landscape with an emphasis on urban agriculture in Tabriz metropolis, Iran. Data analysis used the partial least squares model in Smart-pls software and content analysis. Findings showed that management, laws and regulations, economic, social, physical, and design components, respectively, had the greatest impact on nature-oriented urban landscape development with urban agriculture. Key sub-components included developing a strategic plan, forming partnerships, developing binding laws to prevent the destruction of urban garden lands, reviewing agricultural laws to support urban agriculture, and using modern agricultural equipment.

This quantitative study examined the implementation of Indonesia's Law Number 11 of 2020, particularly the 20% community plantation development facility (palm oil plasma), by seven oil palm plantation companies from 2019 to 2023. Statistical tests concluded that these seven companies had not properly applied the palm plasma system, indicating a failure to implement the law. Potential reasons include financial constraints, lack of infrastructure, limited stakeholder support, unclear guidelines, land acquisition difficulties, and weak coordination.

This mixed-methods study in Addis Ababa, Ethiopia, compared 446 households (223 displaced and 223 non-displaced) to investigate the effects of urbanization-induced displacement on economic capital and food security. Evicted households showed a 72.7% lower likelihood of achieving economic capital security and 93.4% reduced odds of maintaining food security compared to non-evicted households, indicating significant negative differences.

A Holistic and Integrated Life Cycle Sustainability Assessment (HILCSA) was applied to a Community Supported Agriculture (CSA) initiative in Leipzig, Germany, supplying seven fruits and vegetables to schools, comparing it to a conventional food market. Based on 82 indicators, the CSA showed 63% fewer sustainability risks and a positive contribution to SDGs, with replacing conventional supply for 200 pupils avoiding 1 ton of CO2 equivalents annually. However, the CSA had significantly lower yields than conventional production, despite similar water, land, and energy uses per hectare, and spent mushroom substrate caused the highest upstream impacts.

Allotment gardens in Hungary play a significant role in agriculture, society, environmental preservation, household economy, and sustainable development. The Hungarian government's allotment garden development program in 2018, 2019, and 2021 received 540 applications, and this study assessed their current status, characteristics, results, impacts, and future needs through an online questionnaire administered in 148 settlements. The most important future goal for applicants was found to be the development of various infrastructures, such as roads and ditches, and the creation of public utilities, including electricity and water supply.

This study analyzed how urban agriculture contributes to green gentrification in Montréal. Based on interviews with planners, developers, and community actors, and discourse analysis of municipal policy documents, it showed that ecological initiatives are prioritized over housing, and sustainability fixes reconcile progressive rhetoric with growth imperatives, leading to policy trade-offs that undermine housing affordability. These findings reveal how progressive governments reproduce structural injustices through their ecological transition agendas within the context of a housing crisis.

This study analyzed the market dynamics of fresh organic products in urban districts of Sucre, Bolivia, examining their potential to strengthen food security and foster sustainable enterprises. The research focused on two groups: consumers and producers/marketers, within the context of urban and peri-urban agriculture. Using a qualitative descriptive approach, it aimed to provide knowledge on the economic viability of commercializing fresh organic products and contribute to citizen knowledge on responsible and healthy consumption aligned with agroecology.

In Zanjan City, Iran, recent rapid urban development has led to the conversion of agricultural lands and surrounding green spaces into gray urban infrastructures like roads, parking lots, and buildings, resulting in a significant reduction of green open spaces. This land transformation poses current challenges and threatens the city's future. This study explores the critical role of urban green infrastructure in enhancing Zanjan's sustainability and resilience, emphasizing the urgent need for strategic planning to address ecological, economic, and social challenges from unbalanced development.

An integrative literature review investigated the potential of Community-Supported Agriculture (CSA) to promote food security in Brazil. CSA can ensure a decent income for family farmers, reducing social vulnerability, and shows significant potential for promoting food sustainability due to its strong influence from agroecology. However, CSA faces a significant limitation in the elitization of this movement, reflecting historical social inequalities where only a relatively small portion of the population can afford healthier food.

This quantitative study surveyed 220 urban farming respondents in Bontang City, Indonesia, to analyze consumer behavior in adopting livestock waste as organic fertilizer for household agriculture. While knowledge (β=0.58; p<0.01) and environmental impact perception (β=0.47; p<0.05) significantly influenced adoption, major barriers included negative perceptions of livestock waste odor (62%) and limited access to processing technology (45%). These findings highlight significant challenges to the widespread adoption of organic fertilizers from livestock waste in urban areas.

This research reviewed global urban agriculture practices to propose an adaptable model for developing countries, addressing food security and livelihood generation. Findings indicate that developed countries prioritize self-sustainability and community, while developing countries focus on income and food security but face technological, policy, and socio-cultural barriers. The study suggests technology-supported infrastructure and adaptive policies are needed for successful implementation in developing nations.

This study in the Central region of Kerala, India, assessed the entrepreneurial potential of urban and peri-urban agri-enterprises across multiple dimensions. Using Principal Component Analysis, it identified strategic growth orientation and green innovation as key pillars, with marketing competence being the most significant dimension and ecological sustainability having the least impact. The Entrepreneurial Potential Index (EPI) showed that 66% of enterprises had a medium potential, and value-addition firms had the highest EPI, while aquaponics had the lowest.

A study surveyed 40 farmer groups in Bogor City, Indonesia, to assess their perceptions of urban agriculture implementation, benefits, constraints, and sustainability. Findings indicated that urban agriculture in Bogor is generally practiced on limited land, primarily producing vegetables, with implementation efforts rated good (index 0.80) and constraints moderate (index 0.53). Farmer groups strongly perceived the benefits of urban agriculture (index 0.84), especially in social aspects like education and social interaction. The sustainability of urban agriculture was rated good (index 0.76).

The research positions markets as social mediators that connect diverse actors and balance economic interests with collective benefits, serving as instruments for regenerative urbanism and food equity.

This study examined the feasibility of vertical farming in Saudi Arabia, using mathematical optimization to identify optimal locations. A mixed-integer linear programming model, developed with AIMMS software, incorporated infrastructure compatibility, water availability, and energy consumption. Results identified seven optimal locations across five cities—Riyadh, Jeddah, Dammam, Tabuk, and Khamis Mushait—ensuring efficient lettuce production at minimized costs. However, challenges such as high energy requirements and initial investment costs persist.

A study in the Imphal-West district of Manipur, India, surveyed 200 households using a mixed-method approach to document home garden structure, composition, and services. Findings showed 60% of households engaged in home gardening, with an average garden size of 0.069 hectares. These home gardens provided an average annual economic yield of INR 18,700 and a 0.1 hectare garden stored 10.6 tons of carbon in trees and soil.

This initiative revitalized hydroponic systems for pakcoy cultivation and provided training on processing harvested crops into pakcoy-based vegetable nuggets. The program aimed to promote food security and urban farming, aligning with SDGs No. 8 and 11.

This study investigated the values driving community participation in urban agriculture (UA) in Klang Valley, Malaysia, and their contribution to social and economic empowerment. Researchers surveyed 180 UA program participants using multistage random sampling and applied Partial Least Squares Structural Equation Modelling (PLS-SEM). The study concluded that implementation and evaluation are crucial for social and economic empowerment in UA programs, with linking social capital acting as a key mediator between effective planning and empowerment outcomes.

Data was collected from 120 households across four city zones using a structured questionnaire. Two main preference dimensions were identified: Kit Value and Flexibility, and User Convenience, with preferences varying by housing type.

A study in Surabaya City, Indonesia, analyzed community participation in urban farming among 50 respondents from three farmer groups from April to June 2025, using Importance Performance Analysis. While urban farming performed optimally in ecological, socio-cultural, educational & tourism, and health aspects, the economic aspect showed the lowest performance and largest gap. This indicates a need for strengthening outcome management, market access, and community economic empowerment to optimize economic contributions.

This study analyzes the imbalance in benefit distribution between grain producing and consuming regions in China, using Marxist land rent theory. It identifies a systematic rent drain from producing regions and proposes an institutionalized compensation mechanism centered on urban agriculture, supported by horizontal fiscal transfer payments. This mechanism aims to enhance agricultural productivity, address economic disincentives for grain cultivation, and ensure fair economic returns for major grain-producing regions, thereby safeguarding national food security.

Kalurahan Baciro in Gondokusuman District, Yogyakarta City, faces challenges in food security and economic welfare due to high population density and limited open land. This program provided education and assistance to the Ngremboko Farmers Group for five months, from April to August 2025, to optimize the use of their home gardens. The activities resulted in improved skills among the farmer group members in cultivating home garden vegetables, producing organic fertilizers and botanical pesticides, and applying digital marketing.
